It is important to state this in terms of service inside the website and provide moderation tools to site administrators to monitor user activity, encourage members to report any violations they encounter, and regularly update the guidelines to reflect the changes in the community. Overall, I believe that with websites, the main focus is to make sure that people are not doing anything stupid, illegal, or harassing others.
